Laser hair removal

Laser hair removal was performed experimentally for about 20 years before it became commercially available in the mid 1990s. One of the first published articles describing laser hair removal was authored by the group at Massachusetts General Hospital in 1998. The efficacy of laser hair removal is now generally accepted in the dermatology community, and laser hair removal is widely practiced in clinics, and even in homes using devices designed and priced for consumer self-treatment. Many reviews of laser hair removal methods, safety, and efficacy have been published in the dermatology literature.

The primary principle behind laser hair removal is selective photothermolysis (SPTL), the matching of a specific wavelength of light and pulse duration to obtain optimal effect on a targeted tissue with minimal effect on surrounding tissue. Lasers can cause localized damage by selectively heating dark target matter, melanin, in the area that causes hair growth, the follicle, while not heating the rest of the skin. Light is absorbed by dark objects, so laser energy can be absorbed by dark material in the skin, but with much more speed and intensity. This dark target matter, or chromophore, can be naturally-occurring or artificially introduced.

Melanin is considered the primary chromophore for all hair removal lasers currently on the market. Melanin occurs naturally in the skin, and gives skin and hair their color. There are two types of melanin in hair. Eumelanin gives hair brown or black color, while pheomelanin gives hair blonde or red color. Because of the selective absorption of photons of laser light, only black or brown hair can be removed. Laser works best with dark coarse hair. Light skin and dark hair are an ideal combination, being most effective and producing the best results, but new lasers are now able to target dark black hair with some success in patients with dark skin.
Hair removal lasers have been in use since 1997 and have been approved for "permanent hair reduction" in the United States by the Food and Drug Administration (FDA). Under the FDA's definition, "permanent" hair reduction is the long-term, stable reduction in the number of hairs regrowing after a treatment regime. Indeed, many patients experience complete regrowth of hair on their treated areas in the years following their last treatment. This means that although laser treatments with these devices will permanently reduce the total number of body hairs, they will not result in a permanent removal of all hair.
Laser hair removal has become popular because of its speed and efficacy, although some of the efficacy is dependent upon the skill and experience of the laser operator, and the choice and availability of different laser technologies used for the procedure. Some will need touch-up treatments, especially on large areas, after the initial set of 3-8 treatments. It has also been noted that some people are "non-responders" - this occurs when incorrect device is being used, the device parameters are too low or the patient is simply not a good candidate for treatment.

Electrolysis is another hair removal method that has been used for over 135 years. At this time, it is the only permanent option for removal of very fine and light-colored hair. The FDA currently allows the term "permanent hair removal" for electrolysis only. Unlike laser epilation, electrolysis can be used to remove 100% of the hair from an area and is effective on hair of all colors.
A study conducted in 2000 at the ASVAK Laser Center in Ankara, Turkey comparing alexandrite laser and electrolysis for hair removal on 12 patients concluded that laser hair removal was 60 times faster, less painful and more reliable than electrolysis.
Intense pulsed light (IPL) epilators, though technically not containing a laser, use xenon flash lamps that emit full spectrum light. IPL-based methods, sometimes called "phototricholysis" or "photoepilation", are now commonly (but incorrectly) referred to as "laser hair removal".

The number of students applying to courses linked to medicine, such as nursing, midwifery, pathology and radiography, increased by almost a fifth in the four months before Christmas – quicker than any other subjects.
Applications to study linguistics, including English, and the classics are down by five per cent, while subjects such as history, philosophy and theology fell by two per cent.
The disclosure comes amid concerns that the average student starting university this year will graduate with debts of about £25,000, rising to £50,000 in parts of London.
More students appear to be opting for courses that lead to stable employment. Johnny Rich, editor of the university guide Push.co.uk, said: "The increase in applications over the last few years has been based on what students want to study. Now it is based on what they think they may earn money from."

Domain name

A domain name is an identification label that defines a realm of administrative autonomy, authority, or control in the Internet. Domain names are hostnames that identify Internet Protocol (IP) resources such as web sites. Domain names are formed by the rules and procedures of the Domain Name System (DNS).

Domain names are used in various networking contexts and application-specific naming and addressing purposes. They are organized in subordinate levels (subdomains) of the DNS root domain, which is nameless. The first-level set of domain names are the top-level domains (TLDs), including the generic top-level domains (gTLDs), such as the prominent domains com, net and org, and the country code top-level domains (ccTLDs). Below these top-level domains in the DNS hierarchy are the second-level and third-level domain names that are typically open for reservation by end-users that wish to connect local area networks to the Internet, create other publicly accessible Internet resources or run web sites. The registration of these domain names is usually administered by domain name registrars who sell their services to the public.

Individual Internet host computers use domain names as host identifiers, or hostnames. Hostnames are the leaf labels in the domain name system usually without further subordinate domain name space. Hostnames appear as a component in Uniform Resource Locators (URLs) for Internet resources such as web sites (e.g., en.wikipedia.org).

Domain names are also used as simple identification labels to indicate ownership or control of a resource. Such examples are the realm identifiers used in the Session Initiation Protocol (SIP), the DomainKeys used to verify DNS domains in e-mail systems, and in many other Uniform Resource Identifiers (URIs).

An important purpose of domain names is to provide easily recognizable and memorizable names to numerically addressed Internet resources. This abstraction allows any resource (e.g., website) to be moved to a different physical location in the address topology of the network, globally or locally in an intranet. Such a move usually requires changing the IP address of a resource and the corresponding translation of this IP address to and from its domain name.

Domain names are often referred to simply as domains and domain name registrants are frequently referred to as domain owners, although domain name registration with a registrar does not confer any legal ownership of the domain name, only an exclusive right of use.

The Internet Corporation for Assigned Names and Numbers (ICANN) manages the top-level development and architecture of the Internet domain name space. It authorizes domain name registrars, through which domain names may be registered and reassigned. The use of domain names in commerce may subject strings in them to trademark law. In 2010, the number of active domains reached 196 million.

What is Mesothelioma ?

Mesothelioma, more precisely malignant mesothelioma, is a rare form of cancer that develops from the protective lining that covers many of the body's internal organs, the mesothelium. It is usually caused by exposure to asbestos.
Its most common site is the pleura (outer lining of the lungs and internal chest wall), but it may also occur in the peritoneum (the lining of the abdominal cavity), the pericardium (a sac that surrounds the heart), or the tunica vaginalis (a sac that surrounds the testis).
Risk Group of Mesothelioma
Most people who develop mesothelioma have worked on jobs where they inhaled asbestos and glass particles, or they have been exposed to asbestos dust and fiber in other ways. It has also been suggested that washing the clothes of a family member who worked with asbestos or glass can put a person at risk for developing mesothelioma. Unlike lung cancer, there is no association between mesothelioma and smoking, but smoking greatly increases the risk of other asbestos-induced cancers. Those who have been exposed to asbestos have collected damages for asbestos-related disease, including mesothelioma. Compensation via asbestos funds or lawsuits is an important issue in law practices regarding mesothelioma (see asbestos and the law).

Adverse credit remortgage

Foreclosures are rising in the USA, and repossessions in the UK. In fact, the amount of homes repossessed in the UK this year is likely to exceed 75,000 - more than double the amount in 2008. There are a number of reasons behind the rise, not least of which are the tracker mortgages which reset to higher rates after a grace period, meaning many are in houses they are unable to afford. These mortgages are similar to the Option ARM mortgages in the US, whereby a low introductory rate was offered and then the rate rose at a later date. Unfortunately the intention of many of these mortgages was to refinance the mortgage when the original reset. Oops.
House prices have fallen, the banks have all gone broke and we are seeing a return to rational lending practices. Which means anyone who had intended to refinance these mortgages, is, to use a technical term, shit out of luck. In the current market, poor credit refinancing is hardly an option. Realistically, the options for those with bad credit being able to refinance their loans are slim to none. Hence the prediction of one of the largest amounts of repossessions and foreclosure, both in the U.K. and the U.S.A. this year and next.
A great many companies offer adverse credit remortgage services. I hate to be the bearer of bad tidings, but there is no way in hell these people can live up to the promises they make. What they are looking to do is "consult," with you - charge you a consultation fee and then inform you that there is nothing they can do. There are a good number of scams being operated in the US which basically persuade people to sign over their rights to a property, agree to rent said property and then buy it back from the "lender," when they are back on their feet again. What happens is - the home is signed over by way of a "quit claim deed," and the "owner," starts paying rent to the "rescuer."

The rescuer will then allow the foreclosure to proceed, the ex-owner will be evicted and any equity no longer belongs to the original owner because of the "quit claim."

The only possible way to remortgage a property in this fashion is to talk to the lender. As things get worse, which they will, there is a slim possibility the lender may write off some of the debt. It certainly doesn't hurt to ask. Buyer beware - If it seems to good to be true. Guess what? It is.
The ongoing issues with the banking system are going to continue to cause problems for people wishing to refinance with poor credit. A recent report by The London Times points out that UK homeowner loans were paid back at a record rate in June 2009, largely thanks to the ridiculously low interest rates and falling property values. According to the Bank Of England, over £8 billion was repaid on outstanding mortgages, as people stop treating their homes as ATMs, largely down to the fact that it is all but impossible to remortgage with adverse credit currently, and even if it was not, the 100% home equity loan is a thing of the past.

Mac OS X is a series

Mac OS X is a series of Unix-based operating systems and graphical user interfaces developed, marketed, and sold by Apple Inc. Since 2002, Mac OS X has been included with all new Macintosh computer systems. It is the successor to Mac OS 9, released in 1999, the final release of the "classic" Mac OS, which had been Apple's primary operating system since 1984.
Mac OS X, whose X is the Roman numeral for 10 and is a prominent part of its brand identity, is a Unix-based graphical operating system, built on technologies developed at NeXT between the second half of the 1980s and Apple's purchase of the company in late 1996. From its sixth release, Mac OS X v10.5 "Leopard" and onward, every release of Mac OS X gained UNIX 03 certification while running on Intel processors.
The first version released was Mac OS X Server 1.0 in 1999, and a desktop-oriented version, Mac OS X v10.0 "Cheetah" followed on March 24, 2001. Releases of Mac OS X are named after big cats: for example, Mac OS X v10.7 is usually referred to by Apple and users as "Lion". The server edition, Mac OS X Server, is architecturally identical to its desktop counterpart, and includes tools to facilitate management of workgroups of Mac OS X machines, and to provide access to network services. These tools include a mail transfer agent, an LDAP server, a domain name server, and others. It is pre-loaded on Apple's Xserve server hardware, but can be run on almost all of Apple's current selling computer models.
Apple also produces specialized versions of Mac OS X for use on its consumer devices. iOS, which is based on Mac OS X, runs on the iPhone, iPod Touch, iPad, and the 2nd generation Apple TV. An unnamed variant of Mac OS X powered the 1st generation Apple TV.

              Language Skills
Canada has two official languages: English and French.
Even if you have the language skills in English or French needed to immigrate to Canada, those skills may not be strong enough to work in your preferred profession.
Language skills in English or French are essential to your integration into the labour market in Canada. Lacking these skills is one of the largest barriers to full integration.
Most professions and trades require you to be fluent in English or French and to have a strong command of all work-related language. Being fluent in a language includes having the cultural knowledge to understand phrases or expressions used, some of which may be unique to Canada. In addition to continued language study and practice, look for bridging programs that offers both language training and work experience.
A language test given by your profession or the results from an internationally standardized language test will almost certainly be part of the assessment of your qualifications. Make sure that you understand the requirements you must meet.
There are a few internationally recognized language tests such as TOEFL, but the evaluating organization will sometimes accept only one specific test.

Applying for citizenship
Canadians are proud to hold one of the most prized citizenships in the world.
Every year about 170,000 people become new citizens of Canada.
If you want to become a Canadian citizen, you must:
1.    Determine if you are eligible to become a citizen.
2.    Apply for citizenship.

About Lawsuit

A lawsuit or (less commonly) "suit in law" is a civil action brought in a court of law in which a plaintiff, a party who claims to have incurred loss as a result of a defendant actions, demands a legal or equitable remedy. The defendant is required to respond to the plaintiff's complaint. If the plaintiff is successful, judgment will be given in the plaintiff's favor, and a variety of court orders may be issued to enforce a right, award damages, or impose a temporary or permanent injunction to prevent an act or compel an act. A declaratory judgment may be issued to prevent future legal disputes. Although not as common, lawsuit may also refer to a criminal action, criminal proceeding, or criminal claim.
A lawsuit may involve dispute resolution of private law issues between individuals, business entities or non-profit organizations. A lawsuit may also enable the state to be treated as if it were a private party in a civil case, as plaintiff or defendant regarding an injury, or may provide the state with a civil cause of action to enforce certain laws.
The conduct of a lawsuit is called litigation. One who has a tendency to litigate rather than seek non-judicial remedies is called litigious. The plaintiffs and defendants are called litigants and the lawyers (attorneys) representing them are called litigators.

Rules of procedure and complications in lawsuits
Rules of criminal or civil procedure govern the conduct of a lawsuit in the common law adversarial system of dispute resolution. Procedural rules are additionally constrained/informed by separate statutory laws, case law, and constitutional provisions that define the rights of the parties to a lawsuit (see especially due process), though the rules will generally reflect this legal context on their face. The details of procedure differ greatly from jurisdiction to jurisdiction, and often from court to court within the same jurisdiction. The rules are very important for litigants to know, however, because they dictate the timing and progression of the lawsuit-what may be filed and when, to obtain what result. Failure to comply with the procedural rules may result in serious limitations upon the ability to present claims or defenses at any subsequent trial, or even dismissal of the lawsuit.
Though the majority of lawsuits are settled and never reach trial, they can be very complicated to litigate. This is particularly true in federal systems, where a federal court may be applying state law (e.g., the Erie doctrine in the United States) or vice versa, or one state applying the law of another, and where it additionally may not be clear which level (or location) of court actually has jurisdiction over the claim or personal jurisdiction over the defendant. For example, about 98 percent of civil cases in the United States federal courts are resolved without a trial. Domestic courts are also often called upon to apply foreign law, or to act upon foreign defendants, over whom they may not, as a practical matter, even have the ability to enforce a judgment if the defendant's assets are outside their reach.
Lawsuits become additionally complicated as more parties become involved (see joinder). Within a "single" lawsuit, there can be any number of claims and defenses (all based on numerous laws) between any number of plaintiffs or defendants, each of whom can bring any number of cross-claims and counterclaims against each other, and even bring additional parties into the suit on either side after it progresses. However, courts typically have some power to sever claims and parties into separate actions if it is more efficient to do so, such as if there is not a sufficient overlap of factual issues between the various claims.

USAJOBS is the United States government's one-stop clearinghouse for civil service job opportunities with federal agencies. The site is operated by the Office of Personnel Management
"On August 4, 2003, a thoroughly updated and revised USAJobs Web site came online. The new site was intended to provide one central location from which job seekers could find information on employment opportunities and federal agencies could find potential employees. The concept was labeled "Recruitment One-Stop." Far from simply allowing interested individuals to find information on job vacancies, however, technological advancements incorporated into Recruitment One-Stop have made it possible for those looking for jobs to actually apply for positions and complete preliminary examinations entirely online. In addition, job seekers can build up to five Web-based resumes and store them on the USAJobs Web site and recruiters from federal agencies can review applicant qualifications. Substantial publicity for the newly revised Web site has been provided by OPM through paid advertising, traditional job fairs and other means. From August 4, 2003 to November 2, 2003, there were more than 14.5 million unique hits on the Web site (www.usajobs.opm.gov), and job seekers created more than 185,000 resume profiles.  The Web site provides an array of services for potential applicants from application tips and tools to the capability of presenting the Web site in Spanish for those users who choose to do so. In the immediate future, the Recruitment One-Stop project will be further enhanced through the inclusion of a number of additional functions, including:

    * A new Vacancy Announcement Builder for federal agencies, which will make vacancies more user friendly by displaying vacancy announcements in a tabular format, providing job summaries in a bullet format, and utilizing hyperlinks in order to provide information to specific audiences;
    * The use of Resume & Application Technology that will allow applicants to utilize a standard template for the presentation of their qualifications. Agencies can then view the information in order to make eligibility determinations. Upon full project implementation, it is envisioned that these electronic resumes will serve as the standard application system for all positions open to the public;
    * Improved Job Search Criteria to better match applicants and vacancies. It is envisioned that this improvement will reduce the number of ineligible applicants that apply for vacancies each year;
    * Applicant status tracking, which will address a key criticism that current federal job applicants are unable to find out where their applications are in the review process; and
    * Resume mining, which will allow federal recruiters to utilize search engines to locate potential candidates uniquely qualified for specific vacancies.

Overall, OPM hopes that these new functions will enhance the efficiency of the recruitment process by reducing the time it takes for agencies to locate and attract exceptional candidates that may have been previously turned off by the complicated and sometimes confusing application process. (16) Given the fact that many of these changes will significantly impact the hiring process for both agencies and applicants, OPM has also highlighted a number of current requirements and practices that will not change. These include:

    *     Maintenance of the USAJobs Web address;
    *     The requirement for agencies to post all vacancies open to the public on the USAJobs Web site;
    *     The ability of agencies to post their vacancies on commercial or noncommercial Web sites;
    *     The ability of agencies to provide employment information on their own Web sites;
